Dear Neighbors,

 

Hello to all homeowners and especially our new people. Cocoanut Bayou is the Association we all commonly belong to. It includes the properties on Little Pond Lane, Cedar Park Circle, Mangrove Place and certain lots on Mangrove Point Road, Higel Avenue and Midnight Pass Road. I believe there are 55 lots in total with 52 owners.

 

We have our annual membership meeting on March 30th at 7pm at Siesta Key Chapel in the fellowship hall. The notice and agenda are included in this mailing. There is a contact form as well. There is a proxy section for voting in case you cannot attend. There is a nomination section to nominate people or yourself as a director. Please send a signed proxy statement and nomination if you or someone you know would like to be involved.

Please complete and fax, email or mail back so we can efficiently contact you regarding association business. This information will not be shared. I would like to eventually be able to put all association business matters on our website at www.cocoanutbayou.com , as well as forms needed when buying or selling property. If you cannot attend the meeting, then please complete your proxy section and return to me or the CBA secretary, Andy Marlowe. Please feel free to mention any issues or thoughts on current or potential new business.

 

The association bylaws include restrictions on property improvements. Any new construction or remodeling projects must meet both county and CBA setbacks and restrictions. All plans for any construction projects must be approved by the CBA board of directors prior to proceeding.

We are all required to pay annual dues that are determined at the annual meeting. Any new business may be brought before the meeting for discussion. Any property owner in CBA may ask to be considered as a director. I believe our rules currently allow for 11 directors. Four positions are automatic. The president of each section of Cocoanut Bayou is automatically a director. The board, once elected at the annual meeting, then meets as needed to handle association business and the board elects its officers.

 

This year there were a few things to report, which I have tried to summarize below:

 

  1. Several building plans were approved by the board. One plan approval was continued as full approval prior to completion was not obtained.
  2. The election process was to be revised and better defined. Board members are working on this.
  3. Association records management will be discussed.
  4. A simplified plans approval process will be discussed.
  5. The board will consider simplifying the Association bylaws which were first written in the 1950’s and need to be updated.
  6. A simplified process for new owner and property transfers will be discussed.
  7. it should be noted that all dues must be paid in order to use the common properties.
  8. No property can be transferred to a new owner without all past and current dues being brought current.
  9. Beach lot improvements will be discussed again. In concept, a thatched roof cheeka hut structure was approved. Designs and plans are being finalized and approval will be sought at the meeting.
  10. Each road must be maintained by the owners whose property is situated on that road. There are separate associations that oversee this process and other projects and maintenance that is desired. That is why there is an association for Little Pond Lane, Cedar Park Circle and Mangrove Point.
  11. We are planning a neighborhood party at the beach lot in the spring.

 

My continued goal as president is to improve the communication within the association so we can better meet the needs and desires of the owners.

 

I hope to see all owners at the March 30th meeting, but if you are unable to attend, then please provide a proxy so your vote can be counted.

  2. The Mangrove Point dock dispute is still not completely resolved, but hopefully will be in the near future. At issue is insurance and improvements.
  3. The election process was to be revised and better defined. Board members are working on this.
  4. Association records management will be discussed.
  5. Development of a CBA website will be discussed.
  6. A simplified plan approval process will be discussed.
  7. We will consider simplifying the Association bylaws which were first written in the 1950’s and need to be updated.
  8. A simplified process for new owner and property transfers will be discussed.
  9. Beach lot improvements will be discussed again. Last year, we approved adding landscape maintenance, a brick barbeque pit and improved signage. There have been requests for a better fence and gate and a gazebo or deck.
  10. I hope to improve the communication within the association so we can better meet the needs of the owners.

Minutes of Board Meeting March 8, 2009

 

Call to Order – 10:30AM

 

Ursula Olsen presented from Beach lot committee:

              Designs reviewed

              Need for fire extinguisher, other fire precautions reviewed

              Pat agreed to email photos to builder

              Mike to get sign mounted – “No Trespassing”

              Mike Peters agreed to investigate “native American” structure

              Mark Condiotte agreed to contact county regarding tax implications

 

A beach lot improvement committee was formed:

              Brian Davis (?)

 

Budget reviewed by treasurer – Burma B.  Copy attached.

 

Vote:  Passed:  to restore the Beach Property Maintenance to general fund passed.

 

Vote:  Passed: to charge interest on 2 property owners over $1000 past due.

 

Board decided to add to Communitiy Meeting Agenda:  Vote on whether to publish names of property owners that are grossly delinquent on dues.

 

Insurance discussion:

Burma informed board that roads are currently covered.

Dock coverage: Vote Passed:  insurance for dock will be obtained and maintained by CBA and the cost will be billed annually to the 3 properties that use the docks.

 

Salmore variance issues:  board questioned whether the set back issue had been corrected?

 

“Bylaws Revisions” was discussed and unanimously approaved.

Tom Gallagher and Mike Walker agreed to co-chair that committee.

 

Fence repair was discussed including the cost of replacement vs. repairing the existing fence.  It was decided to repair the existing fence.

 

Mike Swor  agreed to proceed with plans for a community party.

 

Board directed Andrew Marlowe, Secretary to investigate the process for digitizing and electronically storing the CBA records.

 

Board discussed creating a standardized “new owner process” to make transition smoother when a property is purchased.

Creation of a CBA website was discussed and approved – could be used to inform of meetings, social gatherings, etc.
